The Translation
“That is the Light of all lights, declared to be beyond the darkness of ignorance. It is knowledge itself, the object of knowledge, and the goal of knowledge, seated in the hearts of all.”

ज्योतिषामपि तज्ज्योतिस्तमसः परमुच्यते
Brahman is the light that gives light to the sun and the intellect. It is 'tamasaḥ param' because it is completely free from the darkness of ignorance (Avidya). It is the very essence of knowledge. It resides in the heart of all beings as their inner witness, easily accessible through silent inquiry.
