The Translation
“This same multitude of living beings, coming into existence again and again, is helplessly dissolved at the approach of night, O Partha, and manifests again at the dawn of day.”

भूतग्रामः स एवायं भूत्वा भूत्वा प्रलीयते
This verse shows that reincarnation is not arbitrary. The same Jivas who existed in the previous cycle return, carrying their latent mental impressions (samskaras). There is no loss of accumulated karma (akrita-abhyagama-nasha). The cycle is helpless until the Jiva gains the saving knowledge of Brahman.
