परित्राणाय साधूनां विनाशाय च दुष्कृताम्
The primary purpose is the protection of the knowers of Brahman (sadhus). If the sadhus are destroyed, the spiritual knowledge is lost, and the world is ruined. Slaying the wicked is secondary.
