The Translation
“Know that all states of being—whether in the mode of goodness, passion, or ignorance—are manifested by My energy. I am not in them, but they are in Me.”

ये चैव सात्त्विका भावा राजसास्तामसाश्च ये
All objects and emotions are made of the three gunas. While they depend on Brahman for their existence (they are in Me), Brahman is the absolute witness and is never modified or bound by them (I am not in them). This is the freedom of the Absolute.
