The Translation
“O Partha, know Me to be the eternal seed of all living beings. I am the intelligence of the intelligent, and the splendor of the splendid.”

बीजं मां सर्वभूतानां विद्धि पार्थ सनातनम्
The eternal seed is the unmanifested power of the Lord (Maya/Prakriti) which causes the manifestation of all creatures. The intelligence of the wise is also His light reflecting in their purified intellects.
