The Translation
“Austerity which is performed out of foolish conviction, with self-torture, or for the purpose of destroying or injuring others, is declared to be in the mode of ignorance (Tamasic).”

मूढग्राहेणात्मनो यत्पीडया क्रियते तपः
Shankara comments that 'mūḍha-grāheṇa' refers to ideas adopted due to lack of discrimination. This includes practices like standing on one leg in ice or piercing the skin for show or due to superstition. When penance is performed to bring ruin (utsādana) to another, it is purely Tamasic, binding the soul to darkness.
