“Under My supervision, material nature produces both the moving and non-moving creation. For this reason, O son of Kunti, the universe revolves.”

मयाध्यक्षेण प्रकृतिः सूयते सचराचरम्
The Lord is the pure consciousness that provides sentience to insentient Prakriti. Just as a magnet attracts iron without moving, the Lord's presence activates Maya. The Lord has no active agency; His only role is that of a witness (Sakshi).
