The Translation
“Striving yogis perceive Him established within the Self. But the undisciplined, whose minds are unpurified, do not see Him even though they strive.”

यतन्तो योगिनश्चैनं पश्यन्त्यात्मन्यवस्थितम्
Shankara comments that those who have not prepared their minds through karma yoga, charity, and self-restraint are 'akṛtātmānaḥ' (unprepared selves). Even if they study scriptures and practice yoga techniques, they cannot perceive the Self because they lack the necessary mental transparency.
