The Translation
“The deluded do not perceive Him when departing, staying, or experiencing, associated with the modes; but those who possess the eye of wisdom behold Him.”

उत्क्रामन्तं स्थितं वापि भुञ्जानं वा गुणान्वितम्
Shankara comments that the deluded are blinded by attachment to worldly objects and cannot see the Self, even though it is extremely close and active within them. Only those whose minds have been purified by discrimination and study possess the eye of wisdom to perceive the Atman as the silent witness.
