The Translation
“The wise should not create confusion in the minds of the ignorant who are attached to action. Rather, performing all actions in a disciplined manner, they should encourage others to do the same.”

न बुद्धिभेदं जनयेदज्ञानां कर्मसङ्गिनाम्
Shankara notes that the wise person should not tell the ignorant to abandon rituals. Instead, they should show how to perform those very actions as Karma Yoga, leading to purification of the mind.
