“Know that action is born of Brahman, and Brahman arises from the Imperishable. Therefore, the all-pervading Divine is eternally established in sacrifice.”

Brahman here refers to the Vedas, which originate from the Imperishable Lord (Paramatman). The Vedas prescribe actions. Since the Vedas are centered on Yajna, the all-pervading Lord is eternally present in Yajna.
