“Indeed, kings like Janaka and others attained perfection solely through action. Therefore, even for the sake of the maintenance of the world order, you should perform your duties.”

कर्मणैव हि संसिद्धिमास्थिता जनकादयः
Shankara says that if a knower of the Self like Janaka has no personal need for action, they still perform actions without attachment, solely for the welfare of the world, to prevent common people from going astray.
