The Translation
“When the seer beholds no agent of action other than the modes, and knows that which is beyond the modes, he attains My divine nature.”

नान्यं गुणेभ्यः कर्तारं यदा द्रष्टानुपश्यति
Shankara comments that when the individual soul understands that all actions belong to the modifications of the Gunas, it realizes itself as the actionless witness (Atman) which is superior to them. This realization leads to identity with Brahman (mad-bhāva).
