The Translation
“Meeting death when Rajas is predominant, one is born among those attached to action. Similarly, dying in Tamas, one is born in the wombs of the senseless (ignorant or animal species).”

रजसि प्रलयं गत्वा कर्मसङ्गिषु जायते
If one dies while their mind is full of rajasic desires and plans, they are born again as humans who are obsessed with actions. If they die in tamasic stupor or animalistic habits, they are born in lower kingdoms (like animals, birds, or insects) where the light of reason is completely covered.
