The Translation
“He by whom the world is not agitated, and who is not agitated by the world, who is free from the agitations of joy, anger, fear, and anxiety—he is dear to Me.”

यस्मान्नोद्विजते लोको लोकान्नोद्विजते च यः
A sage does not present any threat to the world; no creature fears them. Similarly, they do not fear the world because they see all creatures as their own Self. They are free from the agitations of sensory pleasure, jealousy, and fear. This absolute harmlessness (Ahimsa) makes them dear to the Lord.
