“The Lord of the world does not create agency, nor actions for the people, nor the union with the fruits of action. It is nature alone that operates.”

न कर्तृत्वं न कर्माणि लोकस्य सृजति प्रभुः
The Supreme Self (Paramatman) is completely actionless. The sense of doership and the desire for fruits are created by avidya (ignorance) which manifests as Prakriti (nature). The Lord merely shines as the light of consciousness, allowing nature to play.
